        Aircraft Interactive System Management

        A system engineering approach is required to design, develop, build, test, and deploy a modern aircraft weapon system. This integrated approach systematically plans, directs, and controls the process.

        System engineering involves (1) the transformation of an operational need into a description of system performance parameters and a preferred system configuration using an iterative process of functional analysis, synthesis, optimization, definition, design, test, and evaluation; (2) the integration of related technical parameters to assure compatibility of all physical, functional and program interfaces that optimizes the total system definition and design;and (3) the integration of performance, producibility, reliability, maintainability, human factors, supportability,and other specialities into the total engineering effort.

        現代飛機武器系統的設計、發展、制造、試驗與部署需要采用系統工程方法。這種一體化方法對整個過程進行系統的計劃、指導和管理。

        系統工程的內容包括:①采用功能分析、綜合、優化、定義、設計、試驗和評審等的迭代方法,將運作要求轉換成對系統性能參數和較佳系統配置的說明;②綜合考慮有關技術參數,以確保一切物理、功能和程序接口的兼容性,這種兼容性可優化整個系統的定義與設計;③將性能、可制造性、可靠性、可維護性、人的因素、可保障性以及其他特性等融合到整個工程成果中去。


        1. System Engineering Management

        System engineering management involves planning, organizing, staffing, monitoring, and controlling the process of designing, developing, and producing a system that will meet a stated need in an effective and efficient manner. It provides the necessary overview function(s) to ensure that all needed engineering disciplines and related specialities are properly integrated. It ensures that the aircraft weapon system being developed involved the proper mix of hardware,

        software, facilities, personnel, and data. The objective of systems engineering management is to privide the right items,at the right location,at the right time,with a minimum expenditure of human,financial,and physical resources.

        1. 系統工程管理

        系統工程管理就是對能夠以有效且高效的方式滿足指定要求的系統開展設計、研制和生產的全過程進行計劃、組織、人力調配、監督與管理等。它可提供必要的綜合功能保證把一切需要的工程學科和一切有關專業都適當地融合在一起。它要保證進行研制的飛機武器系統就是由硬件、軟件、設備、人員和數據等恰當地構成的融合休。系統工程管理的目的是以最少的人力、財力和自然資源的消耗,在適當的時間、適當的地點、提供適當的產品。


        2. System Engineering Management Plan

        The system engineering management plan (SEMP)constitutes the prime contractor's primary control document to integrate the various elements of the system engineering process. The SEMP defines the integrated engineering effort employed by the prime contractor and its subcontractors to satisfy engineering requirements for the design, integration, procurement, fabrication, and test of an aircraft weapon system,including the associated support and training programs. The preparation of the SEMP for an Air Force program is based on the requirements of MIL-STD-499A tailored for that program. The SEMP is devided into three major parts:technical program planning and control,the system engineering process,and engineering speciality integration.

        2. 系統工程管理計劃

        系統工程管理計劃制定主承包商的原始管理文件,把系統工程方法中的各個要素有機結合在一起。系統工程管理計劃確定由主承包商及其分承包商為滿足設計、綜合、采購、制造和測試飛機武器系統的各項工程要求而采用的綜合工程研究計劃(包括有關的保障計劃與培訓計劃在內〉。任何一項空軍規劃的系統工程管理計劃都是根據為這種規劃編制的MII,-STD-499A的要求而制定的。系統工程管理計劃分為三個主要部分:技術規劃的計劃與管理,系統工程方法和工程專業一體化。


        3. Technical Program Planning and Control

        An effective and efficient system engineering effort requires technical planning and control of the engineering management tasks. This involves the management of those design,development, test, and evaluation tasks required to progress from an operational need to the deployment and operation of the system by the user. The technjcal program planning and control functions include risk analysis,contract work breakdown structure,specification trees,system test

        planning,master program planning schedules,engineering integration,definitions of responsibility and authority, the decision and control process,work authorization,technical reviews, cost/schedule/performance technical performance measurement , document control interface control, baseline management, preplanned product improvement, lessons learned, technical control of subcontract engineering,levels of control established for performance and design requirements and the control method to be used,and technical program assurance methods. Technical program planning and control are implemented at both the prime and subcontractor levels.

        3. 技術規劃的計劃與管理

        有效且高效的系統工程工作要求為各項工程管理任務制定技術計劃并進行技術管理。這包括對那些從運作需求開始一直到用戶部署和運作系統為止的整個進程中要求完成的設計、發展、試驗和評審諸項任務的管理。技術規劃的計劃和管理功能包括風險分析,承包工作結構分解、技術指標樹、系統試驗計劃、主規劃的計劃日程、工程一體化、責任與權力的確定、決策與管理方法、工作授權、技術審查、成本/進度/性能的技術性能衡量、文件管理、接口管理、原始資料管理、預先計劃產品的改進、吸取的教訓、分包合同工程的技術管理、性能和設計要求規定的分級管理、采用的管理方法以及技術規劃保證方法等。技術規劃的計劃和管理在主承包商和分承包商兩級實施。
